The National Social Inclusion Expert (NSIE) will be a part of a team responsible for the implementation of EU IPA funded project “Technical Assistance for Improvement of Living and Housing Conditions among the Roma Population Presently Residing in Informal Settlement” (EuropeAid/135640/IH/SER/RS).
The NSIE should have hands-on experience in introducing and supporting social inclusion measures for vulnerable and marginalized groups (especially Roma population), but also experience in providing support to LSGs to establish institutional capacities for social inclusion measures, including experience in providing support in developing, implementation and monitoring of national and local legal and strategic frameworks. The NSIE should have skills and experience in assessing needs of local communities, particularly relevant to social inclusion of vulnerable and marginalised groups, preferably Roma.
The NSIE should also have previous experience in work with CSOs, preferably with Roma CSOs, or local civil society organisations who deal with social inclusion of marginalised and vulnerable groups.
Qualification and skills:
- University degree in relevant field of social science (e.g. legal, political, economic, sociology, organizational science or similar) where at least 4 years of studies have been completed;
- Excellent communication, training and presentation skills;
- Working knowledge of Serbian and English language.
General Professional Experience:
- Minimum 3 years of working/postgraduate experience in public or civil sector relevant to social development;
- At least 3 years of experience in work with vulnerable groups at the national/local level.
Specific Professional Experience:
- Minimum 2 years of postgraduate experience in implementing strategy documents relevant to social inclusion of marginalized groups;
- Minimum 2 years of postgraduate experience with EU/IFI financed projects relevant to social inclusion of vulnerable and marginalized groups, (preferably Roma) will be considered as asset;
- Experience in work with different stakeholders involved in resolving Roma issues will be considered as an advantage.
Working period:
- Short-Term Engagement.
- Civil servants and other staff currently employed by public administrations of the beneficiary country are not eligible to apply as experts.
- Experts must be independent and free from conflicts of interest regarding the responsibilities defined by the Terms of Reference.
